One of the characteristics of businesses in the building and construction sector is that employees move from workplace to workplace. To reduce the risk of accidents, injuries, ill health, and exclusion from the labour market, the government, in cooperation with representative organisations for employers and employees,  decided to create a scheme where regional safety representatives (regionale verneombud – RVO) are mobile too and can operate across businesses within a geographical area.
The regional safety representatives can visit all places of employment in the building and construction industry.

The scheme is financed through an annual fee, which is paid by all businesses in the the building and construction industry. This applies both to businesses with and without employees.
The fee is granted in <a href="https://lovdata.no/SFE/forskrift/2011-12-06-1360/%C2%A714-2" target="_blank" rel="noopener noreferrer">the Regulations on Administrative Arrangements on the Working Environment Act section 14-2</a>. 
 
The scheme covers all businesses that operate in the building and construction industry, cf.:

This scheme was established in 1981 and is a three-party collaboration between the Norwegian Labour Inspection Authority, employer organisations - the Federation of Norwegian Construction Industries and the Norwegian Association of Heavy Equipment Contractors, and employee organisations - the United Federation of Trade Unions and the Norwegian Union of General Workers.
The board of trustees consists of representatives from these organisations.
The objective of the scheme is to ensure that health, safety and working environment conditions in the building and construction industry comply with the Working Environment Act.
The scheme is financed by an annual fee that is paid by businesses in the building and construction industry.
